I believe they wait till everyone is done before moving on, at least that is what it seems like after listing to this simulation.

@ Thank you for posting. Saying that its Okay to skip December. Skipping will put my dream on hold for another year so I still torn but also don't want to waste a test either. I still haven't decided to actually drop out on December yet probably wont till Thursday. Ya never know maybe ill have some great breakthrough in the next few days.

if i sit for December and don't think I've scored above my target score is it better to cancel to score or just leave it and take February? Im already signed up for feb. either way.
