their explanation was muddy but I think it boils down to the "only if" in the stimulus and the "must" in answer b - whereas answer a doesn't posit the conditions as the only way to achieve the desired outcome

Maybe for clarity it would be best to amend the text to read that (in the correct instances) "late" as "cited as late?" so it reflects the conditions listed and avoids confusion about potentially new premise/ideas.
