@EDobbs24 Hopefully this helps but the reason as to why B is correct is because of the "over the past 25 years" part of the stimulus. Because before that sunscreen wasn't used much and so people then (old people now) got burnt alot. So since to now, skin cancer comes from those sunburns from before using the sunscreen.
This thus weakens the argument that sunscreen is unlikely to reduce the risk of developing skin cancer because it can - which is why people who didn't use it before and suffered from it, suffer now.
