From my limited knowledge, I think the timing will improve naturally as you become more comfortable with questions. Understanding will improve timing, so I think that's the best place to start.
It doesn't specifically state that it has to be one or the other. The question is silent on whether we can kill one or both (an inclusive 'or') because Robb is killed there is a possibility that Bran is killed or that he lives, we cannot be sure.
I am a bit confused with your question but to my knowledge yes the order of E --> M vs. M --> E matters a lot (but maybe not in the context of this question because that premise is irrelevant). I think the "without" simply indicates that monkeys are necessary for space exploration meaning that it has to be E --> M.
M --> E has problems as that is saying that we necessarily need space exploration for us to have monkeys, and the question is silent on that issue (lol).
I believe it is because it says “The number of beneficial soil bacteria increases WHENEVER plant material is mixed into garden soil.” The “whenever” makes it so mixing is sufficient to lead to an increase but the sentence is quiet on whether other things (such as maybe watering the soil) leads to an increase in bacteria.
It would one be the opposite if it said “The number of beneficial soil bacteria increases ONLY IF plant material is mixed into garden soil.” Which would be (I –> M)

The Disney argument is the strongest simply because there is no room for interpretation. Once one is a DVC member they can access the Genie+ pass through only two mechanisms, Walt has the pass and has NOT gone through the second meaning that he must have gone through the first.
The Tiger Argument is weaker because an animal's aggressive nature and ability to injure a person are not mentioned as EXPLICITLY linked to an animal's suitability as a pet (although one could argue that in reality they are linked). ie. one could imagine Pitbulls to be described as having both of those characteristics yet they make great pets for many.
The third is the weakest in my mind because the evidence is simply sufficient, it shows that it is possible that the cat is guilty but nothing more.
