I like this question because it goes against the idea that some lsat instructors have said that you don't need any outside knowledge on anything in existence because everything should be in the stimulus, which is funny because that would mean they would have to clarify you need to be alive to claim money lol

doesn't B actually contradict the stimulus? the explanation says it does nothing for the conviction rates but if people are ignoring car alarms, when someone actually steals a car and the alarm goes off, the person won't care and the criminal has a better chance to get away with it, wouldn't that make conviction rates decrease?
