for the students cited as late, does that conditional relationship mean: the student does not HAVE to be cited as late if 5+ (ex. has an excuse) but if the student is less than 5 mins late, they would certainly not be cited?

is the thing that separates group one and group two the use of specific indicators? [ex. if they go to the store...automatically group one? and we go to the store only if....group two?] and if not what would be the way to tell the two apart?

I think this is why I struggle so hard in understanding certain prompts-- because I never get what they're referring to. does anyone have any tips?
