Same thing happened to me, for some reason I thought that job loss would lead to social inertia, and therefore A would actually support the stimulus. I guess the two things are rather different.

My tip would be to read through the stimulus slowly, paying attention to every specific word and modifier. That way the chances of you missing things that are obvious are lower!
