I think a better explanation for why its not C is because the logic for C is actually already within B.

Why would the parliament be mad at the PM? Because he promised to send troops and Parliament has to raise funds for this. Does parliament want to raise funds? Maybe, we don't know. But they don't get a choice because the PM promised without asking them. So issue MIGHT be that they don't want to pay, but we know for sure that they weren't consulted so their preferences were overridden regardless of what they would have been. Answer choice B states that its the parliament's job to decide to send soldiers (and as per C soldiers = money) so it states the discrepancy more clearly than C.

In other words, even in C the real issue is permission, and speculatively about if the parliament wants to spend money or not.

Im doing LR backwards for this reason and it made me go from a 165 to a 170 pretty consistently. But that's because the 'easier questions' I can get right based off instinct and quickly when the clock is ticking, but when I start with them I always go too slow because I feel like I have time. Its risky because Im risking getting the 'easy' questions wrong, but in my experience, I don't get them wrong when I'm forced to rush them. Test it out for yourself

My biggest issue with these long parallel questions is that I forget the stimulus by the time I'm done parsing through the wordy answer choices and forget what I'm even looking for : (
