I want to make sure I’m understanding correctly:

Necessary does not mean sufficiency is filled. Sufficient means necessary is filled.

Necessary: Kumar being 17 minutes late doesn't mean he was cited as late

Sufficient: Elias being cited, means he must have been more than 5 minutes late

Is this correct?
