No not exactly, you are only trying to fill the hole in the discrepancy: Why did the mayors performance rating stay the same after the ethics scandal?

When I read this, something that jumped out to me was that the ratings for his good performance were no lower after his ethics scandal. This told me that the answer likely had little to do with the scandal itself. This is why A makes sense. The people who thought he was guilty (almost half) already thought poorly of him. The rest don't find him guilty and have no change of opinion, filling the discrepancy. Hope this makes even a little sense. It's just how I broke it down in my head, lol.
