I think "either/or" always means "one or the other" and "could be both" unless"could not be both" is explicitly indicated

Although the supporters of criminal prosecution of individuals never explicitly mentioned anything about morality, they suggested that the costs should be absorbed by individuals rather than the public. I think you can understand "unjust" as "wrong" in this case. It is wrong for the public to have to pay the costs.

I personally think Powerscore LR Bible is really helpful, so I would recommend you to read through it after (or before) you finish the 7sage core curriculum.
I am based in China, and I called LSAC, asking if I could register the August LSAT (US region). They told me it would be a violation if I take the test in a region outside the US.
I had the same issue! My estimated chances for some schools have been lower with the same numbers.
