I think GT doesn't give out a lot as a form of yield protection - the only want those who are seriously considering GT to apply. Those who are seriously considering would be willing to pay a fee.

Just as applicants sometimes apply to schools for less than pure reasons, e.g., to use as leverage for scholarship negotiations, so do schools sometimes encourage long-shot candidates to apply for less than pure reasons, e.g., to yield protect.
