Good Afternoon, Everyone

I am trying to understand the incorrect answer choices for this Question. What would answer choice b look like in an argument.

I take invoking a fallacious distinction to mean: treating 2 things as different erroneously. In this case the 2 things at hand are speech and other types of behavior.

So maybe an example would be: All actions that cause harm should be examined. The car manufacturers statements regarding safety misled consumers and caused harm. Additionally there were manufacturing errors that caused further harm. However, only the manufacturing errors should be examined since consumers can use willful discretion in interpreting the speech of manufacturers.

In this example a fallacious distinction is attempted to be made between two things that really fall into the same category; causing harm. Hopefully this helps.
