    What counts in this question? Leadership Scholarship from Associated Students? or only ones having to do with academics?

    List all academic and other recognitions. The leadership scholarship would fall under the scope of "other recognitions," right?

    Is this a question that will come up in one way or another on all applications?

    Not all applications.

    Should I repeat these awards in my resume, which is already pretty full?

    FWIW, I would list anything (within reason) that could be considered an award in your history. You worked hard to achieve success; let those successes work for you now. You never know what an admissions reader is going to find interesting or compelling. Give them every reason to find you a competitive applicant.
