Is this still a thing today for T-14 schools? I'm intl' btw so I am not looking for scholarship money. But do law schools still practice rolling admissions? Just wondering if applying in Feb puts me at a significant disadvantage!

I would say it’s not ideal, but still very capable of producing great outcomes. If you have something they need, they’ll take you. Worst case you’re out the application fee.

It's worth applying to your top schools but February puts you at a significant disadvantage for applying. No reason you should throw in applications late, see what happens, and then reapply if necessary.
