Some schools allow you to submit up to 4 LOR, but is that too many?
I need some advice !

If they allow 4 then it's not too many. If it were too many, they wouldn't allow it.

Just remember that quality is better than quantity.

I think it is too many. Include two solid letters, maybe have a third on hand, but four is a bit much in most situations, IMHO.
