Basically, I am wondering whether I can still sign up for the April LSAT and have the ability not to take it.
Hello, yes you can still sign up for the April lsat you have until February 24th. https://www.lsac.org/lsat/lsat-dates-deadlines/april-2021-lsat-flex-deadlines-united-states-including-puerto-rico-us If you do not want to take the exam you can withdraw your registration up to 11:59 PM the night before the exam and not have the exam on your record.
