I would personally recommend using the platform you are going to use most to study to take the diagnostic so that that site can gather as much information from test taken. I'm not too sure how Khan gathers the info but with 7sage it would show you the amount of time taken on the questions, the type of question missed the most, what to focus on, etc.
I've used both and I honestly prefer 7Sage for a diagnostic. It shows you exactly what types of questions you find most difficult, it shows you how much time you spend per question, and the video explanations are more thorough on 7Sage. I find that Khan's feedback is more general and they divide question difficulty by 3 levels instead of 5 like 7Sage. As for year, I personally saved the most recent tests for practice leading up to test day. I chose a diagnostic test from within the last 7 years.
