I'm a native speaker and I had the same trouble... I just took tests until I was able to think quickly and accurately enough to answer level 1,2, and 3 questions in less than 50 seconds... Quick thinking under pressure is just another skill to develop.
@"Ron Swanson" What kind of timing strategies are you trying out? I tend to run out of time for RCs, pretty much leaving the fourth passage blank. I sometimes miss 1-2 questions on LRs depending on their difficulty levels.
I think 1-2 weeks without studying before the exam is too long. That's probably enough time to get a bit rusty. I recommend studying hard until the day before the test. On the day before maybe just do one LG section or something.

I think if you do some drilling (1-2 sections) at the end of the day (when you are already exhausted), it might help. Learn when you are mentally fresh, and practice when you are mentally tired.

Watching commercials make claims that are so terrible and unsupported. "Recommended by doctors!" How many 1? 2? 20000499? to who was it recommended and why?
I have found (many times) on LR section: one being particularly more difficult than the other eg : I have -1 -2 on one of the LRs and -5 -6 on another . Not sure if this is merely a correlation or if there is a causation there.
