I don't think you should read too much into it. Just be happy that they're waiving the fee for you.
Like @deansr said, they could be just trying to boost their applicant count, or they could be legitimately interested. -

Got the Michigan and William and Mary with fee waivers. Hope it means they are actually interested but I guess we will see.
