I'd probably take Albany because it is cheaper, but I would also probably retake or negotiate until I got fulltuition at one. Half tuition and cost of living is a whole lot of debt to pay off without big law.

WUSTL is fulltuition, for anyone interested. A great deal at a very good school. If you have an LSAT of 168+, they typically offer fulltuition and sometimes stipend. But if you have a sub-168 LSAT, it’s a good option.
