If they gave you a feewaiver go for it. Nothing to lose but the CAS fee. If they are higher ranked and you get in, even if you decide you would rather have more scholarship support at a lower school it could help you negotiate as well.

If you're asking for a feewaiver, you need to do so before your app is submitted. As far as I know, schools don't refund any application fees you have already paid. I would email whatever school you're applying to and ask if they waive the CAS fee.
