27 is not toolate, and in the big picture, there's really no difference between 27 and 28. So, if I were you, I wouldn't feel like I absolutely had to apply this cycle.

There is no hard line, but generally I would say that is probably toolate. You would be having to fight an uphill battle, but if you crush it, then technically it is possible. But again, you are putting yourself at a significant disadvantage
