Like Raptor said, it is circular reasoning. If you see something similar to this wording on the actual test - don't think about it too much. The wording is confusing but the choice itself sounds bit 'circular', which should hint at that concept to you. -

I didn't get the board format right on the first try. The conditional chain inferences were the key to this game for me. -

For me the key to this game was knowing what could go first and last with the 3/7/5 block.
I only did 2 game boards with the 4
In the different spots with the 4 numbers that could go 1st & 4th blocked. -
