LSAC has just updated their LSAT-Flex page and said that you are allowed to use five pieces of blank scratch paper. You just show the front and back of every page to the proctor. -

Considering all these issues I really feel like the LSAT Flex should be like the first digital test taken where they allowed you to see your score and then cancel. It is unfair they're not treating this like the big change it is. -

Hey! Mechanical pencils are not allowed for the LSAT Flex, only NR.2 or HB. I didn't run into any problems. My proctor did ask to see my pencils and both sides of my 5 pages of scratch paper. -
