If they gave you a fee waiver go for it. Nothing to lose but the CAS fee. If they are higher ranked and you get in, even if you decide you would rather have more scholarship support at a lower school it could help you negotiate as well.

One way to bypass paying the additional $100 is to apply and be approved for a fee waiver through LSAC. They will include the LSAT Prep Plus along with your fee waiver.
A lot of that could just be app farming. It's common to get moonshot app invites. That said I have seen people get "congrats on your 17x" emails while their score was being held for writing or fee waiver disputes, so it's not impossible.
