The author concludes that the government does not support freedom of popular expression.

Why does the author believe this?

Because in order to support freedom of popular expression, a government must accept the expression of ideas that the government opposes (in addition to ideas that the government supports).

Even though the government accepted a recent protest rally, the message at the recent protest rally was one that the government supports.

The author hasn’t presented any evidence that the government does NOT support expression of ideas that the government opposes. So the author is assuming that the government would not support expression of ideas that it opposes.
