    I think for this specific question (and probably for similar questions) the LSAT writers are very careful to phrase the other people's opinion as an opinion ("it has been said") and the author's opinion as facts (but people with powerful voices are more likely to lose them" rather than "would be/could be/might be"), so yes, you should go with the answer that can be inferred from the facts presented by the author.
