Please someone explain to me why B is incorrect and A is correct. I don't understand in the slightest bit and I have read so many explanations but still don't get it. B seems to match the reasoning in the original statement.

However, the subject of the sentence actually needs to be qualified with the phrase "who haven't advertised at all." (B) would be correct if the second sentence said "So most small companies who have never advertised on the Internet can improve their financial situation."
