As a group, we were BR'ing this question and we could not figure out what the difference was between AC "A" and AC "C". The correct answer seems to hinge on the difference between "Average" (AC C) and Sometimes (AC A). The Stimulus states "Usually a few inches..." to parallel the concept of "usually", why is "Average" closer than "Sometimes"?

    The frequency of "sometimes" is not the same as "usually." But we can say that "on average" is similar to "usually."

    Average:

    of the usual or ordinary amount, standard, level, or rate.(https://en.oxforddictionaries.com/definition/average)

    I think (A) is wrong also because of "may be" in the conclusion. (C) matches perfectly with the word "probably."
