I was stuck between B and C and don't see why B is wrong. Doesn't it support the claim that it IS better to dump in a scarcely populated area?

I believe the reason B is wrong is because the conclusion of the argument states that there is a some misgiving regarding safety. While most of the argument only focuses on the dumping of nuclear waste, this conclusion at the end of passage talks about safety in general. Because of that, answer choice B is wrong because, while it doesn't talk about the dumping of waste, it does talk about a safety concern, while answer choice C talks about a non-safety related reason entirely.
