    but further government spending... is not the cure... - conclusion

    the most cursory glance... available for rent . - premise

    so the frequent... is wrong. - major premise.

    so our argument is:

    there are tons of available housing already

    so the claim that lack of housing causes homelessness is wrong

    so gov spending on low income housing wont cure homelessness

    The statement in question is contextual—it's just a statement of fact.. "this is the state of things." In other words, you can believe this and either accept or reject the argument, hence C.

    B says that it is the issue the argument is addressing. The argument isn't about whether homelessness is a serious social problem. It is about the effect of gov funding on homelessness.
