I have both my LSAT and GPA registered with LSAC and have been getting a bunch of emails from schools with waivers. Some schools are prestigious. Are these schools actually interested in me or do they send to everyone?

People without an LSAT score get some also. Don't read much into it. If you're interested, happily take advantage of that fee waiver.
Also, know that there are hidden application fee waivers. Sometimes you'll be surprised with an application fee waiver that you'll only see when you go to submit your application. This includes top law schools.
App farming... most people get these. Schools are trying to increase their selectivity metric for USNWR. Shoot your shot tho.
