The "it depends" here is "are they multiple items for the same question" or "are they multiple items for multiple questions."
Most schools have questions that explicitly deal with criminal matters, academic disciplinary matters, and behavioral matters at academic institutions. If you answer that you have a violation of one of these categories, you'll have to provide an explanation for that particular category. How you provide that answer will be either a text box or a document upload that's directly tied into the question at hand. So if you answer "Yes - I have a criminal incident," you're uploading information to the specific "criminal incident explanation" text box or doc upload.
So, if you have multiple criminal incidents (eg, one speeding ticket, one minor in possession of alcohol), you would provide all of the explanations in one text box or doc upload.
But if you have a criminal incident and an academic behavioral issue (eg, one speeding ticket, one dorm party that got out of hand and you were given service hours as a punishment), you would provide an explanation in the criminal text box / doc upload and a separate explanation in the academic behavioral text box / doc upload.
