I am applying to a school that allows only 2 LOR.
I have 5 to choose from. I am choosing 1 Professor and 1 professional. I worked 3 years full time in Finance before doing my undergrad so I have a good LOR from a manager that really knows me and speaks of my character and responsibility.
I then started work during undergrad for a government agency. The LOR is general, speaks to my professionalism and that I get along with my coworkers, am proactive etc...
The thing is that my Personal statement covers my government job. Should I use the government LOR or the manager that knows me.

From the admissions perspective, what I want from a professional letter is someone who can speak to what you bring to the work environment. So whichever of those two letters could better accomplish that task is alright!
