b is irrelevant because modern station can be over 60 years old as long as the data gathered from them are not 60-year-old!
However I cannot see how does D supports the conclusion? It is assuming the more and better weather data you have, the more likely you can get accurate weather pattern to predict the growth patterns?

So it helps to clarify older and newer maps are compared on the important factors that impact the outcome of the flower flourishing pattern!
Think about D as a blocker.
What if someone tells you that well.. weather is not that important for plants (although, our outside knowledge tells us that duh, it is).
What if love and care are the most important factors? Then having current maps that provide us with the best info on weather does not necessarily lead to the conclusion that it is better than the old maps.
