All, when setting up your rules, does anyone advise to number those rules. Im not sure where i picked up the habit but I realized i was doing it.
Any thoughts on whether this is a good idea?

It's good to number rules so that you keep the track of the them. It might not be advised for those who are ruining out of time. Just imagine, if you have five or six rules for each part of games and you spend at most 1 second to write them down, you lose almost 24 second of your time, which it might be helpful to invest that on analyzing the rules or other part of the games.
