5/5! But #3 felt like a cheat since it was in the lessons just before this and I recognized it immediately. Maybe it should be changed out.

A is the perfect answer because...

Stim says 52% approve. That means up to 48% disapprove.

(A) says that people who already disapprove are the pretty much the only ones concerned with his ethics violations. Walker basically didn't lose anybody, he just pissed off the ones who don't like him even more.

This was a tough one for me and I got it wrong, but the answer is clear when I realize: "This always permits more realistic planning" means that decentralization will always be more realistic than centralization, so it is impossible for realisticness to be "maximal" unless the institution is decentralized. My mistake was glossing over these key words which form a valid inference; I had pegged A for unsupported along the lines of 'surely, always isn't fully supported.'
