so i get the logic right but for some reason get the wrong answer, does anyone know why this might be or how i can pick the right one?

"Any valid moral judgment about a particular action must be formed on the basis of its consequences." why is this a necessary condition when it uses a sufficient word indicator

I dont understand why that would be a weak argument. can someone explain?
