I've come to be familiar with this specific question type. They like to be very subtle with secretly putting a sufficient set of conditions and necessary conditions. Usually violating the necessary condition is where the answer functions. Since it met the sufficient ones, but did not meet the necessary one (legal obligation) A was the correct answer.

When doing these kind of questions, Highlight terminology specifically like "Only if", "Unless", "Must" to remember the necessary conditions.
