@linjingyujd23 I was also confused at first, but "No" is a quantifier in this question. For instance, "No Cats are Dogs" (Cats -> /Dogs), which means, if it's a Cat, then it's not a Dog.

To get into Harvard, you must submit an application.

This doesn't mean if you submit an application, you'll get into Harvard.

Even if a sentence doesn't say "now" or "before," words like "accustomed to" imply a past standard.
