Hey,

What answer choice D is saying is if the tax reduction package is going to greatly inconvenience parents, then it will not be adopted. Inconvenience Parents → Not Adopt

That is the sufficient assumption (missing premise) that we are being asked by the question stem to identify, so that when added back into the argument, the conclusion follows logically from the premises.

Premise : Adopt → No Story Time → Inconvenience Parents (this is valid argument form 3)

Parents are not Inconvenienced → Story Time → Tax Package Not Adopted

When we run the contrapositive back we can see that we can use either Don't inconvenience parents, or that there is story time, or Parents are not inconvenience → Story to insert as the missing premise so that our argument is valid (meaning with this new added premise in addition with the other premise the argument is complete).

Conclusion: Tax Package will not be adopted
