Can someone please explain B? I eliminated it as I thought that the last passage didn't mention anything about "complex"?
Can we eliminate answer choice D based on nearly all? because the stimulus says ALL and not Nearly All
How in the world can we make that assumption of accessibility in less than 2 minutes idk.

Can someone please check my explanation? I think answering choice C is wrong because if the population of M and G increased, they would face the same issue as K ( getting less federal revenue). But saying that its % grew by a smaller number than G or M makes sense. Because even if its population increased by a small %, it still received less federal revenue, we could assume that M and G also received less federal revenue as their population might have increased but gotten more in comparison to k. This is a tough question; please let me know.
I think that you have a valid point. But I think why B is wrong because though the first half is correct, as answer choice E ( K's population grew by a smaller %), we can't compare it to the previous years as we have no I formation about that. if the stimulus is mentioned, then it could be true but not necessarily still.
