What about the case where traffic congestion does not decrease? I understand the conditional chain he used, but if traffic congestion doesn't decrease, profits wouldn't increase either. So even if the cost of living goes down, it seems like that wouldn't lead to profits increasing if traffic congestion had never decreased. #help
