can it not be reasonably assumed that for B, "likely future prospects" refers to the party being in or out of power? I see why D works, especially with the "expect" line in there, but while taking the quiz the first time I couldn't decide between the two and missed that little detail on blind review.
This question is forcing me to make more assumptions than normal, because the conclusion is that the funding is pointless because it would only spay / neuter owned pets and not strays. The irrelevance to this point in all the answer choices really threw me off.
I see B as being equally irrelevant to the conclusion as C and D-- it really threw me off!
I found this one difficult because I couldn't determine what the assumption was. I chose C the first time around but switched to B during blind review because I was baited with the 5-drops trying to make it relevant. But I see that it is C is the right one, because sometimes the context is confused with premise, and you end up supporting / attacking context.
I think the idea that they "should" seek donor permission for what to do with the excess funds, and the preserving the director's power in the stim confused me, which they were going for smh
