I am struggling to understand the correct answer. The stimulus says the new department will not be funded if the proposed department duplicates more than 25 percent of the materials covered in another department. It then says it duplicates more than 25 percent of the materials covered in the Anthropology department. Thus, the proposal would not be funded, but the stimulus says it will be funded. Can someone explain how the department can be funded if it doesn't follow the conditions?
