Question: Would you recommend reading the question stem before the stimulus?

I feel like I'm practicing wrong, because I quickly identify the conclusion due to the indicators but skim past the premises. Unless, the question is a fact set and does not contain an argument.

I know that we are told indicators may be an ineffective method of identification; however, each question above holds conclusion indicators that are easily recognized.
