this happens to me all the time, usually when i get to this place i reread the question if i have time, because maybe I am missing a key piece that will make it clear. i still mess up on this, and you got this!!!

I am still not sure why E is incorrect, because how can we assume that less stress = less people in hospital in city X. Like reasonably I can make that jump in my brain, but how can we make that jump within this question...
