Saying "time spent in traffic or at stoplights" to me is equal to emitting low pollutants or not at all. Idk about y'all but my car is usually still moving a bit in traffic... aka emitting low pollutants. Dumb question made even more dumb by the fact that cars at stoplights ALSO still have emissions.
