For Q 23, I chose A as the right answer because I saw what I thought was pretty obvious "shifting ground".
In the passage A, the author argues that opponents shifted their argument from "Flat taxes don't work to flat taxes are unfair" (10-11) once flat taxes are shown to work.
In the passage B, the author argues that opponents have shifted their argument to recognize that "not all income is equal" (Line 46-50).
The reasoning behind the passage B seems little iffy now that I write it, but would love to discuss this further.

My account expires in about three days, and I'm interested in buying the PT 79 Explanation to extend my account, but it seems like the explanation is not up yet.
